The House approved the changes to FISA yesterday (Saturday), and Bush will, of course, sign it. Read the NYT story.
On the other hand, Congress did approve continuing and expanding the program that insures young children in low-income families, with a large enough margin to override Bush's veto. To cheer yourself up, read the other NYT story.
